Chamber members who are in MN or have employees in MN. MN Paid Family Medical Leave will even impact ND and SD-based members that do work in MN. The law was written with good intentions to protect employees with legitimate mental and physical health issues.
For business owners, PFML is one more thing to manage, and it introduces three major challenges as follows:
- Time - Small business owners already feel burdened by regulations and compliance. Rather than focusing on generating revenue, small business operators are now forced to spend time learning about and maintaining PFML compliance.

- Operations - The Federal leave rules exempt businesses with fewer than 50 employees. The new Minnesota PFML mandates offer no exemption.
- A small business with 10 employees could find itself in an awkward spot where it needs to hold multiple vacant positions. Although these mental health and physical health issues are very real, the impact on this 10-person operation could be significant. It is possible one employee could take 40 weeks of paid time off while the employer is not able to fill their position – yikes!
