Regional Special Education Specialist

Lakes Country Service Cooperative is seeking applicants for a Regional Special Education Specialist.  This position qualifies for a hybrid work environment.

Job Description:
The Regional Special Education Specialist will have two functions, to serve as the Region 4 Regional Low Incidence Facilitator (RLIF) and the Region 4 Early Childhood Professional Development Facilitator (PDF). Each responsibility will be .5 FTE, combined to a 1.0 FTE.  The total number of days for the position will be 220, with RLIF assigned 110 days and PDF assigned 110 days and designated on a yearly calendar.
 
The RLIF  works collaboratively with the state Low Incidence Leadership Forum to provide leadership and build local capacity to inform, implement, and sustain current and emerging evidence-based practices that support positive outcomes for all students, with a specific focus on students with low incidence disabilities.  Working with Special Education Directors and other leaders in the region as well as teachers and staff is required. Current and future priorities are aligned with state outcomes and indicators within the State Performance Plan required by the U.S. Office of Special Education Programs.  The RLIF will lead work in fulfilling federal requirements in the areas of implementation of IDEA, professional development, and ensuring the availability of high-quality staff in low incidence areas of Special Education, including Early Childhood Special Education.
 
The PDF position supports local educational leaders to establish high quality Early Childhood (EC) Special Education programs through activities and initiatives that increase the knowledge and skill of program personnel. The PDF works to promote priorities identified by the Minnesota Department of Special Education and to strengthen relationships among local program leaders and between MDE and those statewide leaders. Current and future priorities are aligned with established child and family outcomes and compliance indicators within the State Performance Plan required by the U.S. Office of Special Education Programs. Specific professional development activities will use the active frameworks of implementation science to implement and sustain the use of evidenced based best practices in the delivery of services and supports to benefit young children and the families that are served through local programs.  Further details can be found by visiting our website at www.lcsc.org and viewing the  job description attached to the posting.

Requirements and Qualifications:

  • Must hold a current MN license in Special Education and hold or be working toward a Special Education administrative license; preference given to Director of Special Education.
  • Minimum master’s degree in special education, preferred Special Education Director.
  • In-depth knowledge of MN and Federal rules, regulations, and finance for Special Education.
  • Minimum 5 years of experience in special education.
  • Minimum 2 years of Special Education leadership experience. 
  • Demonstrated working knowledge of Special Education programs, service delivery for low incidence and early childhood Special Education.
  • Demonstrated strong interpersonal, oral, and written communication skills. 
  • Valid MN driver’s license.
Salary Range:  $90,000-$104,000 Annually  (260 Days)
